The film recounts the story of Tommy’s arrest and subsequent legal battles after the government busted him for selling bongs over the internet, which is actually not illegal, just shipping to certain states. In addition to what looked a lot like entrapment, the government decided to make an example out of Chong, especially since the website business was his son’s and not Tommy’s. He then spent 9 months in prison.
